Acting Governor Teguh Appreciates Legislative Ratifies Four Regional Regulations

Acting Jakarta Governor, Teguh Setyabudi attended the plenary meeting of submission of final opinions on four Regional Regulation Draft (Raperda) to be agreed upon as Regional Regulations (Perda).

Those four Raperda are; Regional Regulation Draft of Domestic Wastewater Management, Regional Regulation Draft of PT Jakarta Industrial Estate Pulogadung Establishment, Regional Regulation Draft of PT Jakarta Industrial Estate Pulogadug Capital Participation, and Amendment to Regional Regulation No 9/2018 about PT Mass Rapid Transit (MRT).
Three Regional Regulations Draft for Two BUMDs Agreed by City CouncilDuring his speech, Teguh appreciated the Jakarta City Council leaders and members for the accuracy, thoroughness and sincerity in reviewing the entire substance of the material in this Regional Regulation Draft.
"The Executive ranks will follow up the suggestion, comments and recommendations submitted by the council during the discussing, finalizing and approving process of Regional Regulation," Teguh said, Monday (12/23).
Responding the Regional Regulation Draft of Domestic Wastewater Management, Teguh stated Jakarta as large city with increasing population faces important issues such as domestic wastewater management.
According to Teguh, domestic wastewater that is not managed properly can have a negative impact on public health, environmental pollution, and the sustainability of the city's ecosystem. That is the need for adequate sanitation infrastructure is a must.
Teguh also highlighted a number of important things that become the focus of this Regional Regulation Draft such as strengthening the management system, increasing community capacity, implementing sanctions and incentives, and using environmentally friendly technology.
"It is expected that there will be a strong legal basis as well as a form of joint commitment between the Executive and Legislative in realizing better, integrated and sustainable domestic wastewater management in Jakarta through the approval of this Regional Regulation Draft," he added.
Related with the Regional Regulation Draft on the Establishment of the Jakarta Industrial Estate Pulogadung Limited Liability Company (Regional Company), Teguh said that the strategic development plan of PT JIEP is expected to increase investment opportunities in Jakarta.
In order ot strengthen Jakarta's industrial competitiveness, the increase in investment is supported by environmental-based economic initiatives, empowerment of local workforce, and provision of infrastructure support.
"The executive will continue to grow and improve PT JIEP performance to support sustainable economic growth in Jakarta," Teguh comtinued.
Then, related with the Regional Regulation Draft of Regional Capital Participation of PT JIEP, Teguh stated Jakarta Provincial Government is trying to become the majority shareholder as well as the controlling shareholder of PT JIEP.
This majority share ownership is in order to secure assets and support future business expansion. He hopes that the approval of this draft regulation can strengthen the capital structure of PT JIEP (Perseroda) to carry out various strategic program developments. The strategic programs are completing the process of managing certification of Land Management Rights in the Pulogadung Industrial Area to absorb investment in the technology and creative industry sectors to create sustainable development in Jakarta.
Furthermore, related with the Regional Regulation Draft of Amendments to Regional Regulation No 9/2018 about the Jakarta Mass Rapid Transit Limited Liability Company, Teguh hopes Jakarta's transformation as a national economic center and a global city can be accelerated with the development of an integrated and sustainable public transportation system through MRT construction expansion.
PT MRT Jakarta is able to expand business outside the Jakarta administrative area and strengthening PT MRT Jakarta's capital to continue the construction of the North-South MRT Line and start the construction of the East-West Line Phase 1 Stage 1 are a number of impacts of the approval of thie Regional Regulation Draft.
"The Raperda will also provide agility for PT MRT Jakarta in developing its business and transforming into a system integration institution to realize and integrated mass public transportation system, as well as maintaining its role as the MRT system operator," Teguh added.
In order to produce varuous strategic work programs for Jakarta residents welfare, Teguhs wants the Executive to continue maintaining the spirit of partnership and synergy that has been well established with Jakarta City Council.
Meanwhile, Regional Regulation Formation Agency (Bapemperda) Deputy Chairman, Jhonny Simanjuntak also appreciated Executive and Legislative ranks in completing these four Regional Regulation Drafts.
"On behalf of the Regional Regulation Formation Agency, I would like to express my gratitude and appreciation to all parties, Legislative, Executive and stakeholders and community who have provided supoprt and input in the drafts discussion," he said.
Jhonny added that the four Regional Regulation Drafts went various discussion activities according to the schedule set by the Deliberative Body of the Jakarta City Council. Then the final stage has been facilitated by the Ministry of Home Affairs.
"The Regional Regulation facilitation by the Ministry of Home Affairs is a formal stage in the discussion of Regional Regulation Draft beforethe four Drafts are approved as Regional Regulations," he added.
According to him, the Ministry of Home Affairs's facilitation results of the four Drafts generally need to be improved in the technical preparation of laws aand regulations. It is based on Law No 12/2011 about the Formation of Laws and Regulations and its attachments.
"These four Regional Regulation Drafts can be made as Regional Regulations with the approval of all Jakarta City Council leaders and members who were present at the plenary meeting today, based on the formal and legal aspects surely," he admitted.
